In a recent announcement during the ongoing Maharashtra Budget session 2025, Maharashtra Deputy CM Ajit Pawar introduced new regulations for the opening of beer and liquor shops in housing societies. According to Pawar, any commercial establishment looking to open a beer or liquor shop within a housing society will now be required to obtain a “No Objection Certificate” (NOC) from the society. Without the NOC, no new beer or liquor shop can be established in the state.

Empowering Local Communities

Pawar emphasized that this new rule aims to give local communities more authority in determining the presence of liquor shops in their vicinity. The decision to approve or reject the establishment of a liquor shop in a housing society will now rely on the voting results in municipal corporation wards. If 75% of the votes are in favor of shutting down a liquor shop, it will be closed. This shift in decision-making process is expected to foster a greater sense of community involvement and control over the presence of alcohol vendors in residential areas.

This move comes in response to concerns raised by members in the state assembly regarding law and order issues stemming from liquor sales in housing societies. Former minister Sudhir Mungantiwar also weighed in on the debate, highlighting the need for stricter enforcement of prohibition rules. Pawar reiterated the government’s commitment to preventing illegal alcohol sales and maintaining public order, reassuring the assembly that alcohol permits have long been banned in the state and that liquor shops are prohibited near educational institutions.

State Budget Priorities

In addition to addressing alcohol regulations, Ajit Pawar recently presented the Maharashtra Budget 2025, outlining key financial allocations and priorities for the upcoming fiscal year. The budget, totaling Rs. 7,00,020 crore for 2025-26, includes a revenue deficit of Rs. 45,891 crore. Pawar emphasized the state’s focus on attracting investments in the industrial sector to drive economic growth and development in Maharashtra. He expressed confidence in the state’s ability to continue progressing and evolving, stating that development efforts will remain steadfast and unwavering.

As Maharashtra navigates evolving societal and economic landscapes, the introduction of new regulations surrounding the establishment of beer and liquor shops reflects a proactive approach to addressing community concerns and maintaining public order. By empowering local communities to participate in decision-making processes and emphasizing the importance of upholding prohibition rules, the state government aims to create a more secure and responsible environment for residents. With a keen focus on economic growth and investment attraction, Maharashtra sets its sights on a future marked by progress and development.
