The State Human Rights Commission has taken action against the BMC, BEST, and police for failing to address the issue of hawkers causing chaos on BEST routes. The commission issued summons to the Mumbai police commissioner, additional commissioner (transport department), and the BEST general manager to appear before them and provide a response to the situation.
The commission highlighted the illegal occupation of the Bhaji Market Gully in Borivli West by vegetable and fruit vendors and other hawkers, making the area inaccessible to the public. This occupation led to BEST having to divert three routes to Chandavarkar Road. The commission criticized the civic administration for allowing such encroachment to continue unchecked, stating that it violates the human rights of the people in the area.
The summons require the authorities to conduct a fact-finding inquiry and provide information on whether the road is meant for vendors only or for the general public and transportation as well. They must explain why action was not taken to clear the road, the impact on BEST routes, and their plan to address the issue. However, responses from key officials such as the Mumbai Commissioner of Police and the BEST General Manager were not received by press time.
The commission’s intervention in this matter sheds light on the importance of upholding the rights of citizens to access public spaces without obstruction. It also emphasizes the need for authorities to take swift action in addressing such issues to ensure the smooth functioning of essential services like bus routes. By holding accountable those responsible for allowing encroachments to disrupt public services, the commission aims to protect the rights of the citizens and maintain order in the city.
The situation in Borivli West serves as a reminder of the challenges faced by urban areas in balancing the needs of vendors with those of the general public. Finding a sustainable solution that accommodates both parties while upholding the rights of all individuals is crucial for creating a harmonious environment in the city. It is essential for authorities to work together to address these issues promptly and effectively to prevent further disruptions to essential services and ensure the well-being of the community.
