The Maharashtra government, in its latest move to beef up security at schools following a disturbing incident in August 2024, has issued a set of guidelines for schools in the state. The guidelines require schools to take specific measures like conducting roll calls three times a day, installing CCTV cameras on the premises, and verifying the backgrounds of all school employees. These directions come in the wake of a sexual assault case involving two kindergarten students at a pre-primary school in Badlapur East, Thane district. The incident, which took place inside a school toilet, raised concerns about the safety of students and the response of school authorities and local law enforcement.
Roll Calls and CCTV Cameras:
Schools are now mandated to conduct roll calls three times a day and notify parents via text message if their child is absent. Additionally, they must install CCTV cameras on the school premises, including outside the toilets, and retain recordings for at least one month. Private schools are particularly required to adhere to these guidelines.
Character Verification and Training Sessions:
To ensure the safety of students, schools must conduct character verification of all teaching and non-teaching staff before hiring them, obtaining a character certificate from the police. Moreover, schools must organize “good touch-bad touch” training sessions for pre-primary and primary students to educate them about sexual harassment. Complaint boxes are to be installed and opened twice a week in the presence of a school committee comprising parent representatives.
Self-Defence Training and Prohibited Shops:
In addition to the aforementioned measures, schools are now required to start self-defence training programs for students. They must also ensure that no cigarette or pan shops are located within 100 meters of the school premises. If any such shop is found, schools are to seek the assistance of the police in addressing the issue. By implementing these guidelines, the Maharashtra government aims to enhance the safety and security of students in schools across the state, addressing concerns raised by the unfortunate incident in Badlapur East.
